Formation of a mechanism for the implementation of integrated territorial management in the transition to sustainable development

The research explored the essential features of interregional economic interaction; conceptual foundations for the formation of an interregional network infrastructure based on logistics principles were defined; principles and methodological foundations for developing a mechanism of intersectoral and interregional cooperation among production sectors were determined; and proposals titled “Recommendations for Improving the Institutional and Regulatory Framework for the Development of Entrepreneurial Activity through the Commercialization of Household Farming in Rural Areas” were developed. These proposals were submitted for consideration to the Verkhovna Rada Committee on Agrarian and Land Policy (letter No. 362/53 dated 27.12.2019).

The main scientific results of the research include the following: the essential features of interregional economic interaction were identified as a phenomenon and a process that ensures the alignment of regional development processes and acts as a component of integrated territorial management in the context of sustainable development; the structural-functional framework was substantiated, and the development goals of the regional logistics system—considered an object of administrative influence aimed at achieving sustainable development goals—were systematized; the methodological approach to creating intersectoral balance models for the production of meat and dairy products at agricultural enterprises was improved, taking into account available resources in the formation of a mechanism for intersectoral and interregional cooperation of production sectors in the context of sustainable development; the expediency of using the principle of comprehensiveness in economic efficiency indicators when creating an integral indicator for the formation of a mechanism for intersectoral and interregional cooperation was substantiated, with calculations based on two parameter groups: performance and optimality; the methodological approach to measuring progress toward a circular economy model was improved based on assessing indicators in individual segments of the resource cycle; structural changes (from 2008 to 2018) in the private food production sector in Ukraine were identified, and the relationships between socio-economic parameters of regional development, urban and rural areas, and the specifics of household farming—particularly trends toward commercialization or subsistence—were determined.

The use of the intersectoral balance method allows for the study of interdependencies between different economic sectors, manifested in the mutual influence of prices, production volumes, capital investment, and income, as well as forecasting key indicators of sectoral economic development and pricing; assessing the efficiency of inter-territorial economic relations; and supporting strategic regional development planning. The proposed approach to measuring progress toward a circular economy provides a foundation for developing strategies across all economic sectors regarding the management of secondary materials. The proposals for entrepreneurial development form the basis for improving rural development and agricultural policy. The research results were implemented in the activities of the Nyzhnosirovatska Village Council of Sumy District, Sumy Region (letter No. 2023 dated 26.12.2019), and the Ulianivka Settlement Council of Bilopillia District, Sumy Region (letter No. 914/1-02-25 dated 03.12.2019).
